Providers

As a Packard Health patient, you will have at your service a team of highly skilled, compassionate physicians, nurse practitioners, medical assistants, and other professionals dedicated to meeting all of your health care needs in a family practice setting. Your primary care provider is the captain of your team, giving you outstanding medical care as an individual, and as needed, engaging the services of mental health professionals, chronic disease managers, patient advocates and others to address all of your health needs and help you achieve and maintain your highest health potential.


Primary Care Providers

Raymond Rion, MD -  Packard Health Executive Director

Raymond Rion, MD - Packard Health Executive Director

Dr. Rion is a graduate of Michigan State University College of Human Medicine (1987) and completed his residency at Brown University. After his residency, Dr. Rion practiced at a federally funded health center near Alpena, MI, then returned to southeast Michigan to join the University of Michigan Hospital System. Dr. Rion has practiced at Packard Health since 2003, serving as Medical Director 2007-2014 and as Executive Director since 2012. His clinical interests include diabetes management, care of older adults, and adult dermatology. He is a recognized leader on the integration of family medicine and behavioral health care.


Holly Ross, MD - Corporate Compliance Officer

Holly Ross, MD - Corporate Compliance Officer

Dr. Ross completed a residency in the department of Family Practice at the University of Michigan Health System (UMHS). Prior to her residency, Dr. Ross practiced family medicine in Vermont and from 2001- 2004, served in the United States Navy as a flight surgeon. Dr. Ross has a special interest in sports medicine, care of chronic conditions, women’s health, and the care of veterans and their families and is Packard Health's Corporate Compliance Officer.


Ankoor Soni, MD,  Medical Director

Ankoor Soni, MD, Medical Director

Dr. Ankoor Soni is a graduate of Michigan State University where he received his Medical Doctorate. He completed his Family Medicine Residency and Fellowship at Case Western Reserve University/University Hospitals Case Medical Center. He is a member of the American Board of Family Medicine, and has interests in adolescent, homeless, and refugee healthcare. In 2013, he joined Packard Health. He was named Medical Director of the Delonis Center in July 2014, Medical Director of Homeless Services for Packard Health in August 2015, and Medical Director of Packard Healthh in November 2016.


Ron Romero, MD

Ron Romero, MD

Dr. Ron Romero is a graduate of Harvard University, University of Michigan Medical School, and UCSF-Santa Rosa Family Medicine Residency. He is fully bilingual in English and Spanish. In addition to his commitment to underserved care for adults and children, he is passionate about integrative medicine, women's and reproductive health, nutrition, and adolescent health. As a member of the Packard Prenatal Team he is trained in obstetric and pediatric health, and cares for both pregnant women and their newborns. He is a member of the American Board of Family Medicine and the American Academy of Family Physicians.


Lindsey Kotagal, MD

Lindsey Kotagal, MD

Dr. Kotagal is a University of Michigan Medical School graduate, completing her residency in UM Family Medicine and her fellowship in UM Women's Health. Her clinical interests include pediatrics, parenting, and women's health. She is a member of the American Academy of Family Physicians and the Academy of Women's Health.


Ravi Vadlamudi, MD

Ravi Vadlamudi, MD

Ravi Vadlamudi is a family physician.  He is originally from Chelsea, Michigan.  He went to Michigan State University for medical school and then University of Wisconsin for Family Medicine residency.  He was at Packard Health in the past from 2011-2014.  He then went overseas to Nepal to work at CIWEC hospital and to help his old Peace Corps "family" and villagers, and to finish some work that had been started previously.  He is excited to return to Packard Health- "I am very happy to return to Packard Health where I believe in the mission of quality healthcare for all.  I am also very happy to be reunited with my old colleagues and more particularly my old patients, who I thought of on many occasions while working in Nepal."


Angie Wang, MD, MS

Dr. Angie Wang graduated from University of Texas Southwestern Medical School in Dallas where she earned both her Doctor of Medicine and Master of Science degrees. She then completed her family medicine residency at University of Michigan. In addition to being a member of Packard's prenatal team, she has special clinical interest in pediatrics, obesity, and integrative medicine. Her philosophy as a physician is to empower her patients to take charge of their health. She is bilingual in English and Mandarin Chinese. She is board-certified in family medicine and is a member of the American Academy of Family Physicians.


Victoria Nichols, DO

Dr. Vicki Nichols is a graduate of Kirksville College of Osteopathic Medicine and St. Joseph Mercy Family Medicine Residency.  She is passionate about working with at risk youth, teen pregnancy prevention, immunization promotion, disease prevention, public health, global health, sports medicine and Osteopathic Manipulation.  She is a member of the American College of Osteopathic Family Physicians, The American Public Health Association and the Christian Medical and Dental Association.


Chin Hwa (Gina) Dahlem, PhD, FNP-C, FAANP

Chin Hwa (Gina) Dahlem, PhD, FNP-C, FAANP

Dr. Dahlem is a Clinical Assistant Professor at University of Michigan, a Board Certified Family Nurse Practitioner, has a MS in Community Health Nursing, a Doctorate in Nursing at U.of M., and is a Fellow of the American Association of Nurse Practitioners. She serves people who are experiencing homelessness at the Delonis Center; previously she provided primary care services to inmates at the Department of Corrections. Her interests include improving care for the vulnerable populations, opioid overdose prevention and education, adolescent risk assessment, and patient-provider communication. She has also helped to lead opioid overdose prevention trainings using naloxone for police departments throughout southeast Michigan and other community organizations.


Tsui-Sui Annie Kao, PhD, FNP-BC

Tsui-Sui Annie Kao, PhD, FNP-BC

Dr. Kao has nine years of experience as a Family Nurse Practitioner and working closely with vulnerable population. She is an Associate Professor at the University of Toledo, College of Nursing and a Robert Wood Johnson Foundation Nursing Faculty Scholar. Her current practice is at the Delonis Center, where she provides primary care for clients who are homeless or do not have health insurance. Additionally, her research focuses on understanding parental influences on adolescents; health behavior development and aims to develop family interventions to maximize positive interactions between parents and adolescents particularly for disadvantaged communities.


Cathy Buiten, BSN, RN, MS, APRN, BC

Ms. Buiten is a board certified Family Nurse Practitioner who has a Bachelor of Science in Biomedical Communications from Grand Valley State University, a Bachelor of Science in Nursing from Wayne State University and a Master of Science in Community Health Nursing from the University of Michigan. Before coming to Packard Health, Ms. Buiten practiced as a Family Nurse Practitioner at Westland Clinic in Westland, MI, Minute Clinic Diagnostics of Michigan, and Hope Clinic in Ypsilanti, MI.


Martha F. Young, PMHNP, BC

Martha F. Young, PMHNP, BC

Martha is a psychiatric nurse practitioner. She recently retired from Washtenaw County Community Mental Health after 21 years. Her duties there included psychiatric evaluation and medication prescribing and monitoring for chronically mentally ill adults. She also co-led a DBT group for 11 years and enjoys working with patients who are emotionally dysregulated.

Dr. April Bigelow, PhD, ANP-BC, AGPCNP-BC

Dr. Bigelow is an Adult Nurse Practitioner and Clinical Associate Professor at the University of Michigan School of Nursing. She currently practices at the Delonis Health Clinic where she sees a variety of vulnerable populations, including underinsured and homeless patients, for their health promotion, primary care, and acute care needs. In addition, she teaches in the Health Behavior and Biological Sciences Programs and is program lead for the Adult Gerontology Nurse Practitioner program at the UMSN. Her research focus includes health promotion issues within vulnerable populations, global health, and innovative educational modalities for graduate nursing education.


Laura Dansel, MSN, APRN-BC, NP

Laura Dansel, MSN, APRN-BC, NP

Laura is a psychiatric nurse practitioner. She has worked with children, adolescents and adults in a variety of mental health settings, including inpatient, outpatient, and home-based services. She is especially interested in the mental health of children and families and worked as an infant mental health specialist in an under-served area. Laura has taught psychiatric/mental health nursing at the University of Michigan School of Nursing in both the undergraduate and graduate programs. She is looking forward to working with Packard patients.


Meaghan Cotter, BSN, RN, MS, FNP-BC

Meaghan Cotter, BSN, RN, MS, FNP-BC

Meaghan is a board certified Family Nurse Practitioner and completed both her Bachelor of Science in Nursing and her Masters of Science in Community Health Nursing at the University of Michigan. Her experience has been in pediatric intensive care, home health nursing, and mental health wellness. 


Rebecca Fleming, MPH, RN

Rebecca Fleming, MPH, RN

Becca joins us as a RN at Packard West. After gaining experience as an RN in med/surg, she most recently worked for a health center in rural North Carolina. Additionally, she has a background in community public health having worked as a Peace Corps volunteer in West Africa as well as case management/outreach experience with the refugee population in Atlanta. Becca has a passion for working with the immigrant/refugee and vulnerable populations and is excited to be a part of a team providing comprehensive, quality healthcare to the Ann Arbor community.


Elizabeth (Liz) Lundy-Wiegers, BSN, RN, MS, FNP-BC

Elizabeth (Liz) Lundy-Wiegers, BSN, RN, MS, FNP-BC

A board certified Family Nurse Practitioner, Liz earned both a Bachelor of Science in Nursing and Master of Science in Community Health Nursing from the University of Michigan.  She has previously served as a Family Nurse Practitioner with the Family Health Centers in Battle Creek and Albion, MI and most recently with the University of Michigan Nurse Managed Centers in Ann Arbor.

Lori Bennett is a board certified Family Nurse Practitioner. Her career has focused on community health care and on increasing access to quality health care in non traditional settings. In addition to her work at Packard she currently is working on FSHARP, the Family Shelter Health Assessment and Referral program and at Corner Health. Her clinical areas of interest are adolescent health, mental health and sexual health. She received her Master of Science in Community Health Nursing and Nursing Administration from University of Michigan School of Nursing. She received a certificate in Sexual Health Counseling and Education from University of Michigan School of Social Work and is also a SANE nurse (Sexual Assault Nurse Examiner).


Carisalyn Cousin, FNP-BC

Carisalyn Cousin, FNP-BC

Carisalyn Cousin is a board certified Family Nurse Practitioner.  She earned a Bachelor of Science in Nursing from Tuskegee University in Tuskegee, AL,  and a Master of Science in Nursing from Drexel University in Philadelphia, PA.  Her previous experience has included medical, pulmonary, renal, surgical and oncology patients.  She has served as a Nurse Practitioner at the Surgical Preparation Center at St. Joseph Hospital, Anesthesiology Department, and most recently with Women's Huron Valley Correctional Facility.  She works as a full-time nurse practitioner.


Integrated Service Providers

Timothy Florence, MD

Timothy Florence, MD

Dr. Florence, the Medical Director of the Washtenaw County Community Mental Health, is a graduate of Wayne State University School of Medicine and completed residency training in psychiatry at the University of Michigan. His clinical interests include psychotic disorders, major mood disorders, and integrating primary care with behavioral health care.

He has focused his career on serving individuals with severe mental illness who are deemed as “the least well off.” With this focus, he has served as a local, state, and national leader as a clinician, educator, program developer and, most importantly, as an agent of systemic change.

In 2014 he was placed in the Hall of Honor by the National Council for Behavioral Health Care.


Amy Rendon, LMSW, CAAC

Amy Rendon, LMSW, CAAC

Ms. Rendon completed both her graduate and undergraduate work at Eastern Michigan University. She obtained a Master of Social Work degree specializing in mental health and substance abuse in 2001.  She also holds a certification from the State of Michigan as an Advanced Addictions Counselor. She has worked in an integrated mental health care and general medical care model at Packard Health for the last 10 years. She has been credited by Packard Health leadership for much the success of the program. In October 2016, she became the Packard Health Behavioral Coordinator.


Karen Koeppe, MS, RD, CDE

Karen Koeppe, MS, RD, CDE

Ms. Koeppe received her Master of Science degree in Nutritional Sciences from the University of Wisconsin-Madison (1982) and completed her undergraduate work in Human Nutrition at the University of Missouri-Columbia.   She is a Registered Dietitian and Certified Diabetes Educator, and is the chronic disease case manager at Packard Health.  Her interests include disease self-management education and support, and health promotion.
